A test plate is a means of identifying vehicles on the road for special purposes such as tests and demonstrations. It is issued on specific request, but only to certain subjects. Therefore, do not neglect the information for the use of the test plate. What are the risks of driving without driving? And what are the vehicles to which it can be mounted?

There infrastructure law, approved in 2021, sheds light on which vehicles can carry the test plate. In fact, before the entry into force of this provision, the Supreme Court ruled that it could not be used on vehicles already registered. The Infrastructure Decree represented a turning point in this sense.

Today this plate is also available for vehicles already registered for one of the purposes that we will list shortly. Let’s go through everything you need to know about test plates.

Who is given the test plate?

Test plates should be issued upon request to the following subjects:

– Vehicle manufacturing companies;
– Dealers, agents, representatives associated with construction companies;
– Garage owners.
– Authorized vehicle dealers, whether or not they have a direct relationship with the manufacturer;
– Universities and public bodies that test cars;
– Frame and tire manufacturer.
– Companies that transfer unregistered vehicles to or from storage areas for a distance not exceeding 100 km;
– Companies engaged in the development of specific devices for vehicle equipment, if the application of these solutions requires the updating of a registration certificate;
– Companies that develop tires and frames;

The requests must be submitted to the DMV as follows:

It is necessary to obtain the certificate of enrollment of the applicant in the business Register or submit a specific declaration, after which pay a total of € 60.57 using forms provided by the DMV, and finally fill in the application form TT2119 and send it to the local DMV office.

The validity of the test plate is one year in Italy, Germany, Austria and the Republic of San Marino.

What is a test plate for?

The test plate has a square shape, rather than rectangular like those mounted on registered vehicles. The background is white, the “P” is preceded by 2 alphanumeric characters and another 5 alphanumeric characters.

Can be used when there is a vehicle set-up, technical tests, acceptance, sales issues, customer demonstration and transfers.

It should be positioned at the rear of the vehicle. Misuse involves a fine from 87 to 344 euros. Penalties apply if the test plate is used in circulation for purposes other than those permitted by law, or if it is attached to a vehicle driven by someone other than its owner.

What are the risks if I don’t have a test plate?

The Insurance Code establishes the obligation to have a civil liability policy, which is the responsibility of the vehicle, even for vehicles with test plates. The policy must be signed by the person requesting authorization from the DMV to use the license plate, not by the owner of the vehicle.

A recent sentence of the Supreme Court provides that anyone who does not present a test plate during the course will be sanctioned for not having insurance coverage.

According to the judge of legitimacy, failure to present the control plate is sufficient to consider the vehicle, or the Rc auto, not suitable for compulsory insurance.
